  • James Meade
    Executive Director

    Mr. Meade has served as a volunteer for our organization for over ten years, including the position of Chairman of the Board in 2008.Jim comes with a great deal of business and management experience in both for profit and nonprofit organizations. Most recently he was the Director of Government Affairs for the second largest ground passenger transportation company in the United States. Previous to that he held the position of Director of Operations for this same company for over a decade. Prior to that he held positions as General Manager, Director of Airport Services, and Manager of Services Training for both Braniff & Continental Airlines. Jim has a Bachelor Degree in Business Administration and is also a graduate of Disney’s Institute’s Approach to Operation Excellence. In 2007 he was selected as a recipient of Florida Governor Crist’s "Point of Light" Award.

  • Thomas P. Guilmet

    Mr. Guilmet served as the Executive Director from 2000 to 2011 and continues to serve as the Senior Executive Vice President. 1989, after serving 22 years with the Massachusetts Department of Public Safety, Division of State Police, Mr. Guilmet began his next career with the Florida Safety Council as a curriculum developer and Instructor. In 1997 Mr. Guilmet was presented the prestigious "Florida Safety Person of the Year" Award by the Florida Federation for Safety for his work in the field of mishap investigations. In 1999 he was selected by the Board of Directors to serve as the Executive Director of the Florida Safety Council. Additionally, he served on the Board of Directors of CrimeLine, is the past President of the American Association of Safety Councils, an international association of safety councils, and the Florida Association of Safety Councils. Mr. Guilmet is also a member of the Advisory Panel for Aspen Publishers’ "Safety Compliance Letter."

  • David C. Shaw

    Mr. Shaw served as the Finance Director for our organization from 1990 to 1998, then served on the board, and recently rejoined our staff as Director of Finance. Previously he was the CFO for the Volusia Flagler Family YMCA. Mr. Shaw has the MBA degree from Stetson University. For several years he served as treasurer of the board of Central Florida Crimeline. In 1999 Mr. Shaw received the Jefferson Award Certificate of Excellence in Outstanding Community Service. He is a graduate of Leadership Orlando and was the 1999 Alumni of the Year for the Greater Orlando Leadership Foundation.

  • Shirley A. Cemoni
    Director of Human Resources & Basic Driver Improvement Programs

    Shirley Cemoni joined the Safety Council in 1987, and is the Director of Human Resources, and Basic Driver Improvement Programs. She has an A.S. Degree in Business Management from Florida Southern, and is a CHRS through Rollins College. Ms. Cemoni manages all components of the Human Resource Department and Basic Driver Improvement Programs. Additionally, she manages the proctor testing services for internet based training and assessment.

  • Glenn Victor

    Glenn Victor has been with the Safety Council since 1997 and is the Director of Public Relations and Marketing. Mr. Victor earned his Bachelor of Science Degree from Eastern Michigan University. He has an extensive background with both broadcast and print media and has also worked for Metro Traffic Control since 1991, reporting traffic problems on radio and television stations in Orlando. He is a certified instructor and instructor-trainer. Mr. Victor has served on the Board of Directors for MADD Central Florida and is involved with the Orange County Coalition for a Drug Free Community.

  • Larry Wilson

    After relocating from Birmingham, Alabama in 1989, Mr. Wilson held a position with the Women, Infants and Children Division of HRS. He joined the Safety Council staff in 1997. After serving in different capacities at the Safety Council, Mr. Wilson was promoted to Director of Special Programs in 2004. Mr. Wilson oversees the Safety Council Driver Education, Motorcycle, Internet, and Behavior Modification Programs.

  • Robert Campbell

    Rob Campbell joined the Council in 2012 and serves as Director of DUI Programs.  A native of the Carolinas, Mr. Campbell earned a Master of Health Administration degree from the University of Phoenix and undergraduate degrees in Psychology and Spanish from Clemson University.  Mr. Campbell has over 16 years of management experience working with for-profit, not-for-profit, and government organizations.  During this time, Mr. Campbell has held several key leadership roles in areas such as program development, quality & process improvement, and regulatory compliance.

  • Mary Jo Walsh-Bennett
    Manager of Training/ Development and Quality Assurance

    Mary Jo Walsh-Bennett joined the Safety Council in1991, and served as the Council's DUI Programs Administrator for 11 years. She then transferred to the Human Resources Department and is the Manager of Training/ Development and Quality Assurance. Mary Jo has a Masters Degree in Public Administration, as well as Bachelor Degrees in Political Science and Spanish. Mary Jo also serves as the Safety Council's grant writer and copywriter.
